Determines if MOMI is allowed to query TMF to obtain information such as the overall transactions per second and the state of TMF.
True means this entity is not allowed to operate. False allows this entity to operate.
The keyword would be used if TMF is not present or not normally in operation. By default, MOMI will query TMF on a regular basis to obtain status and would log errors in the event of a failure to communicate with TMF.
